Devon is one of the biggest dog-holiday counties in England, and the accommodation to match it is genuinely good once you know where to look. We checked hotel chains directly on their own sites, independent hotels and B&Bs, self-catering cottages and holiday parks, rather than leaning on a single aggregator list. Here’s what we could verify, organised by type, with a few honest gaps flagged too.
Chain hotels
- Holiday Inn Express Exeter City Centre — pets welcome, £30/pet/stay, up to 2 pets, no weight limit. Pre-booking essential; phone +44 371 902 1590.
- Holiday Inn Express Exeter East (M5 Jct 29) — pets welcome, £30/pet/stay, up to 2 pets, no weight limit, plus a pet walking area and a dog goody bag on arrival.
- Hotel Indigo Exeter — dogs allowed (other pets not), £30/night, max 2. The hotel’s own page gives conflicting weight limits (20lb in one place, 10kg in another), so phone ahead to confirm before you book.
- ibis Plymouth — listed as pet-friendly with charges applying, though the exact fee isn’t published on Accor’s own page; a third-party site quotes £10/pet/night, unconfirmed directly.
- Mercure Exeter Southgate Hotel, Southernhay East, Exeter, EX1 1QF — pets welcome, no fee stated; call +44 1392 412812 to confirm.
- ibis Styles Paignton, 26 Esplanade Road, Paignton, TQ4 6BQ — pets welcome, pet-friendly rooms available, no fee stated.
Plymouth has no confirmed voco, Mercure or standard Holiday Inn branch, and we found no dog policy confirming a chain presence in Torquay town itself beyond ibis Styles Paignton — genuine gaps rather than oversights. As always, Premier Inn is excluded here: there’s no branch-level confirmation anywhere in Devon that contradicts its general UK no-pets position.
Independent hotels and B&Bs
- The Rougemont Hotel by Sunday, Queen Street, Exeter, EX4 3SP — dogs only, max 2 per room, £20/dog/night (assistance dogs free). On lead in public areas, lounge dining only, not left alone in rooms.
- Soar Mill Cove Hotel & Spa, near Salcombe, TQ7 3DS — dogs welcome in some rooms (call ahead to check which), around £20/dog/night, with a dog wash station and dog-friendly dining tables by prior arrangement.
- Tor Royal Farm (B&B), Princetown, Dartmoor, PL20 6SL — no dog fee, max 2 dogs, no size limit; a ground-floor room and shepherd’s hut are dog-friendly year-round. Listing is a few years old, so confirm current policy before booking.
- The Blue Ball Inn, The Staghunter’s Inn and The Crown Hotel, all around Lynton/Lynmouth on the North Devon edge of Exmoor — each confirmed dog-friendly via the local tourism board, though none publish a fee online.
Thurlestone Hotel, near Kingsbridge, turns up widely on aggregator sites as dog-friendly, but its own website states no pet policy at all — worth a direct call before relying on the aggregator’s claim.

Self-catering cottages
- A cluster of Woolacombe-area cottages are listed “dogs stay free,” including Rosebank Cottage and Rockham Bay View in Mortehoe, Surf View, 5 Seymour Villas and 9 Coastguard Cottages (the last with a hot tub) — exact addresses aren’t published on the aggregator listing, so confirm the specific property before booking.
- Tapps Lodge, Plymouth area — 3-bed cottage, up to 3 dogs, no extra charge.
- Welbeck Manor, Plymouth area — dogs allowed in designated rooms, £25/night.
Dartmouth and Salcombe have plenty of self-catering on the market, but most listings we found gave no specific dog policy or fee, so we’ve left them out rather than guess.
Holiday parks and campsites
- Cofton Holidays, Dawlish — dog fee on touring/camping pitches in high season only (free low/mid-season); holiday-home stays carry a supplement. Lead required on site.
- Woolacombe Bay Holiday Park, Twitchen House and Easewell Farm (all Woolacombe/Mortehoe, same group) — dog-friendly caravans and touring pitches, a dedicated off-lead “Woof Park,” and dog areas in the on-site bars. £39/dog for a static stay, £1.50/pet/night on touring pitches at two of the three sites. This group excludes pit bull-type dogs, Japanese Tosas, Fila Brasileiros, Dogo Argentinos and American XL Bullies — worth knowing before you book.
- Caffyns Farm and Lynmouth Holiday Retreat, both Lynton — dog-friendly pitches and pods, no fee published.
- Whitehill Country Park, Paignton — marked dog-friendly, though with no further policy detail published; confirm directly before booking.
Totnes returned no verified dog-friendly accommodation of any kind in this research pass — a genuine gap rather than an oversight. Wherever you book, confirm the current fee and any breed restrictions directly, since several of the policies above rest on aggregator data or older listings rather than a fresh confirmation from the property itself.
If your dog finds new places unsettling, a Calmdogs calming collar from Calmshops is one option to use alongside a familiar bed and some settling-in time; ask your vet if you’re worried about your dog’s anxiety. See our Devon dog services hub for the rest, including vets in Devon.
Frequently Asked Questions
Which Devon hotel chains actually allow dogs?
Both Holiday Inn Express branches in Exeter, Hotel Indigo Exeter, ibis Plymouth, Mercure Exeter Southgate and ibis Styles Paignton all confirm pets on their own sites. Premier Inn is excluded here, with no branch-level confirmation overriding its general no-pets stance.
Is there dog-friendly holiday-park accommodation on the North Devon coast?
Yes, the Woolacombe/Mortehoe area is particularly strong: Woolacombe Bay Holiday Park, Twitchen House and Easewell Farm all take dogs in caravans and on touring pitches, with a dedicated off-lead “Woof Park.” They do exclude several breed types, so check before booking.
Does Plymouth have dog-friendly hotels?
ibis Plymouth confirms pets on its own site, and Tapps Lodge and Welbeck Manor are two verified dog-friendly self-catering options nearby. Plymouth has no confirmed voco, Mercure or standard Holiday Inn branch.
